NOTICE OF RACE

The Lee-on-the-Solent Sailing Club, the British section of IFDCO and the IFDCO have pleasure in inviting all FD sailors to compete in the Open World Championship 1999 and the Open British Southern Area Championship of the International Flying Dutchman Class which will be held in the waters off Lee-on-the-Solent, Hampshire, England from Friday 23 to Saturday 31 July 1999 inclusive.

Notice of Race

The official notice of race is published in the Flying Dutchman Bulletin - October 1998, Nr 143. This version has been adapted for the World Wide Web. To the extent that there may be any differences in interpretation, the version in the FD Bulletin shall prevail.

RULES

The regattas will be governed by:

  • The 1997-2000 ISAF Racing Rules of Sailing
  • The IFDCO Championship Rules
  • The IFDCO Class Rules - Rule 113 (Limitations) applies.
  • RYA Prescriptions (relating to scoring)
  • This Notice of Race
  • The Sailing Instructions

ELIGIBILITY

All helmsmen must be current fully paid up members of IFDCO and a Yacht or Sailing Club affiliated to a National Yachting Authority and comply with the relevant requirements of ISAF RRoS Appendix K.

ADVERTISING

  • The regattas are classified as a Category "B" event in accordance with ISAF RRoS Appendix G, Rule G4.
  • This shall apply from 23 July 0700hrs to 31 July 1800hrs.
  • The carrying of an event sponsor advert may be required.

Closing Date

The Closing date for entries is 1 July 1999

Entry Fee

Open British Southern Area Championship    GBP 25

Open World Championship - :

  • Helmsman under 25 years of age on 1 July 1999 - GBP 95
  • Other entries received on or before 31 May 1999 -  GBP 130
  • Other entries received on or after 1 June 1999 - GBP 150

The entry fee is payable to "Lee-on-the-Solent Championship Account" and can be paid by:

  • Eurocheques (bank card number filled in on back)
  • Travellers Cheques
  • Cash

INSURANCE

All helmsman must sign a declaration that they have a minimum third party liability insurance of GRP 2 million for racing.

MEASUREMENT

  • All boats must report for measurement and submit a valid Measurement Certificate and IFDCO Measurement Card.
  • Only equipment passed and stamped by the Measurers may be used.
  • If there is any damage to or loss of equipment and replacements may be used at the disretion of ther International Jury.

COURSES

  • The course area will be within a three mile radius of the Clubhouse.
  • A triangular course configuration will be laid
  • Shortening of course will be possible
  • There will be no start in mean wind speeds of less than 5 knots or more than 25 knots at the discretion of the Race Officer.

SCHEDULE OF EVENTS

Registration and Measurement will commence at 0830 Friday 23 July, First race of Open British Southern Championship - Saturday 24 July 1200hrs; First race World Championship - Monday 26 July 1300hrs. There will be no start before 1030hrs and no start after 1500hrs on Saturday 31 July.

SCORING

  • The Low Point Scoring System, ISAF RRoS Appendix A, will apply-
    • For the Worlds
      • if three or less races are completed the Championship is void.
      • if five or more races are completed there will be one discard.
    • For the British Southern Area Championship
      • if two or less races are completed the Championship is void.
      • if three or more races are completed there will be one discard.

SPARE HELMSMAN/CREW

  • Only one replacement per boat is allowed
  • Either the helmsman or the crew can be substituted:
    • before the first race after informing the International Jury
    • in case of emergency during the series after permission has been obtained from the International Jury.

JURY

  • The jury decisions will be final. (ISAF RRoS 70.4)
  • ISAF RRoS Appendix F5 is ammended by addition of "except that no request for a re-opening of a hearing will be accepted after 1730 on the day of the last race"

SAILING INSTRUCTIONS

The Sailing Instructions will be available at the Registration desk from 0830hrs on July 23rd 1999.

PRIZES

For the Open World Championship:

  • DUNHILL - best result with one discard.
  • MEXICAN HAT - best result no discard.
  • TULIO PIZZORNO - best result for helmsman under 25 years of age.
  • 75+ Trophy - best resukt for crew of combined age of 75+ years.

RESPONSIBILITY

The Race Committee, the British section of IFDCO, the IFDCO, Lee-on-the-Solent Sailing Club and any other party involved in the organisation of the Championship shall accept no liability whatsoever for death, injury or any other personal or material damage or loss sustained by any participant or third party, during or after the Championship.
