PROPOSALS
Rule Changes
1 Membership Categories
It is proposed that as from 1 January 2006 there will be only two membership categories:
a) International Sailing Member
b) Non Sailing Member

Reason - FD Class rules 2005  require that helms and crews are members of IFDCO. As from 1 January 2006 IFDCO are combining the Full & Associate membership into a single Sailing Membership category. Thus the current Full International, Associate International & British Section membership categories can be combined into a single "International Sailing Member" category.

2 Subscriptions
It is proposed that the subscription rates for 2006 shall be

a) International Sailing Member - £40   (increase from £36 - has been held at £36 since 2000 and intention is to hold at £40 for several years)

b) Non Sailing Member - £10 (
Current rate £10 or £7.50 by SO)

3 Late payment Fee
It is proposed to introduce a late payment fee of £5 for any existing member who does not pay by 31 March and has not notified the Class Secretary by 31 March that he/she has resigned from membership.

Reason - Members have for many years been encouraged to pay by standing order and the majority do so. A disproportionate amount of time and effort goes into chasing up late payers. International subs are payable for any member that has not resigned.

4 Travel Grants
It is proposed that in order to encourage participation by younger sailors at FD Open meetings in the UK, a travel grant shall be offered to any fully paid up international sailing member who is under 26 years old on the first day of the event. The amount of the grant will be determined by the Committee.

Reason
The Class wants to help more young sailors experience the challenge of FD racing.

Proposed change to Existing Membership Rules:

3.0 MEMBERSHIP   Delete         Insert     Remove

3.1 Full International Sailing membership of the section shall be open to anyone and is mandatory for all boat owners and helmsmen and crew wishing to sail in open or club  regattas FD Events in the UK . Upon payment of the prescribed subscription, the member shall be entitled to enjoy the benefits offered by IFDCO and the British Section.

[Note: Associate international membership of the section shall be open to anyone upon application to the Honorary Secretary and upon payment of the prescribed subscription. From 1 January 2003 it is mandatory for helms and crews wishing to sail in World, Continental and National championships to be international members with at least one being a full international member [as agreed at 2002 AGM].]

[NB Full and Associate international membership includes full membership of the British Section]

3.2. Full membership of the section shall be open to anyone and is mandatory for all crews participating in any open regatta upon application to the Honorary Secretary and upon payment of the prescribed subscription. [Clause 3.2 inserted at 1983 AGM – 3.2 changed to 3.3 and 3.3 changed to 3.4]

 

3.3 3.2 Associate (Non Sailing)  membership of the section shall be open to anyone wishing to be associated with the class upon application to the Honorary Secretary and upon payment of the prescribed subscription and will be entitled the member to receive the British Section Newsletters and shall be entitled to race in one UK FD event each year so long as the boat owner is a full international sailing member [added at 1983 AGM]
 

3.3   Application for membership shall be made on the prescribed form and sent together with a standing order mandate for the subscription to the Honorary Secretary

3.4 Full Fully paid up Sailing and associate members may attend general meetings of the class but only full  Sailing members may vote or be elected as officers or to the committee. [This version of 3.4 was approved at 1983 AGM]
