1 Abandon the proposal relating to crews being Associate Members which
was adopted at the 2002 AGM as published on the IFDCO website (see
below) but which was not included in the 2003 Class rules (extract from
rule 9 below) and was not enforced at the FD European Championships 2003.
NB no information from AGCM 2003 has yet been published.
2 Change Class rule 9 to make it compulsory for all Helms and Crews who
enter an event to be a fully paid up member of IFDCO except that a guest
helm or crew who does not normally sail an FD need not be a member in the
first event in which they participate in each calander year so long as the
owner of the boat is a fully paid up member of IFDCO.
3 Change IFDCO Byelaw 2.0 - Change Members to introduce concept of Sailing
Members and Non-Sailing Members and define the
benefits of each type of member.
4 Reduce the current IFDCO Annual Contribution (Full 25 euros and
Associate 16 euros) to Sailing Member - 20 Euros and for
Non Sailing Members - a rate to be determined by IFDCO.
5 If not already addressed in the Hinrichsen review, simplify Class Rule
9 Owner's responsibility - at present the wording is unclear and the onus
is on the owner rather than the competitors, there is reference to
entrants and helmsmen. There is also reference to Foundation Rule IVc
which no longer exists. NB There has been no provision in the Foundation
rules for members of IFDCO since at least 1988 at which time the concept
of Byelaws was introduced - see Foundation Rule Article 14. Membership of
IFDCO is governed by IFDCO Bylelaw 2.0 Members. NB - There is no provision
in Byelaw 2.0 for Associate Members of IFDCO although it can be argued
that the 2002 AGCM ratified this concept and the Byelaws need to be
changed to reflect this decision.
Reasons
1 The British Section Committee is unanimously of the view that both helms
and crews who race FDs should be sailing members of IFDCO and thereby
contribute to IFDCO - receive IFDCO communications and be encouraged to be
involved with FD affairs at National & International level.
2 In order to promote the class, there should be provision for guest
sailors and substitutes to sail in their first FD event each year without
having to pay a subscription.
3 The administration with regard to Associate membership has not yet been
fully implemented by IFDCO
4 The British Section has not received Membership cards for Associate
members and has found that the administration involved in people changing
their membership status during the year to comply with IFDCO rules has
been time consuming.
5 By increasing the membership base to include crews, it should be
possible to reduce subscription levels
6 By reducing subscription levels it will encourage more people to be
members thereby allowing the Class to directly communicate with more
people and raise awareness about class activities.

9. Owner's
Responsibility
No boat shall take
part in Class Races unless it has:
a. a valid
certificate and measurement form with Sail-, ISAF plaque-, and Yard number
shown;
b. registration in the owner's name;
c. a numbered ISAF plaque glued to the boat at the required place;
d. the helmsman has an IFDC0 membership card with valid year sticker;
e. a sail button on each sail;
f. the entrants for any class race shall be members of IFDCO (Foundation
Rule IVc) and shall have paid the International Class Fee and the annual
subscription for the respective year.
The helmsmen shall
be members of IFDCO as well, but need not necessarily sail their own
boats.
Annual
Subscription Sticker
9.1.
A subscription sticker shall be sent by the National FD Secretary to
every member who has paid his annual subscription, as a receipt. The
National FD Secretary shall issue a membership card to each new member.
The annual sticker shall be applied to this card as proof that the current
subscription has been paid.
These proposals have been discussed and agreed by the British Section
Committee who will be willing to implement the proposals in the UK.

Membership of IFDCO
It was agreed at the 2002 AGCM
that in order to extend the promotion of the Class and to involve crews
more, all sailors who participate in the Worlds, Continental and National
Championships should be members of IFDCO. At present the helm must be a
full member of IFDCO, and in some cases crews own the boat and are also
full members of IFDCO. In future both the helm and crew of teams entering
these events shall be either a Full or Associate member of IFDCO and at
least one must be a Full member. All FD sailors and supporters of the FD
are encouraged to become Associate members of IFDCO. Membership fees are
currently - Full Members- 32 euros (25 euros if paid early), Associate
Member - 16 euros.
