To all National and Regional Secretaries.
I last wrote to you all at the end of June to
explain the process for the Carbon Mast Survey. I enclose a copy of the
note below. At the time it was intended that the General Committee would
make a decision on this subject in time for any change to receive ISAF
approval in November 2003 for implementation in March 2004. It is of
course possible that the decision would be to make no change. At the
meeting in Dervio, it became clear to the General Committee that some
countries were unable to send the Survey forms to their members in time
for return by August 19th. It was decided that
1. We would submit no rule changes on the use of
Carbon Masts for the ISAF conference in November 2003.
2. We would extend the Survey date until 31
October 2003.
So far I have received a number of
forms both by mail and e-mail. We wish to
understand the views of our members and hope this extra time will allow
many more replies. Some National Secretaries have sent me a members list,
and some have not. I now request that you send me your membership list and
encourage all your members to return their survey.

For some years there has been
discussions on the subject of Carbon Masts for the FD. There have been
articles in Bulletins 149 (January 2003), and
146 (January 2001). There are also links to articles on the Class Website
either from the news section, or from the Carbon Spars section at
www.sailfd.org/carbonspars.htm

Intenational14, Europe, Finn, Contender, Fireball, OK which have or are
considering Carbon Masts

The General Committee of IFDCO
recognises that there are many views about this issue and we wish to
obtain views from a wider membership. To this end we are circulating the
attached survey.
