APPENDIX IX
SAILING INSTRUCTIONS

Note:
Since 1990 the FD Class has made a number of changes to the way Championships are organised. The IYRU is now called the ISAF. ISAF has issued many guidelines relating to the organisation of championships. Furthermore the Racing Rules have been simplified and renumbered.

The Byelaws are currently under review and an updated version of these Championship Rules will be released when approved by the IFDCO General Committee at the AGCM 2004 (See IFDCO Byelaw 1.2.2)

1.0  RULES
The regatta will be governed by:
1.1  The International Yacht Racing Union Rules,
1.2  IFDCO Class and Championship Rules,
1.3  The Notice of Race and these Sailing Instructions,
1.4  The regatta is a Category B event within the meaning of RR Appendix 14, modified
as in Notice of Race, excluding advertising specified in RR Appendix 14, para 3.3(b).

2.0  ENTRIES
Eligible yachts may be entered by completing registration with the organizing
authority.

3.0   NOTICES TO COMPETITORS
Notices will be posted on the official regatta notice board(s) located


4.0   CHANGES IN SAILING INSTRUCTIONS
Any change in the sailing instructions will be posted before hour on the day it will take effect, except that any change in the schedule of races will be posted by hours on the day before it will take effect.

5.0   SIGNALS MADE ASHORE
5.1   Flag "L': a notice to competitors has been posted.
5.2   Flag "Answering Pendant': all/races postponed. Do not leave harbour. The Warning Signal for first class to start will be made not less than  minutes after this signal is lowered.
5.3   Flag "N': No races today.
5.4   Flag "Y': Wear life jackets (see para. SI25).
5.5   Numeral Pendant "2': It is intended to race 2 races today.
5.6   When any of these signals is displayed over a Class Flag, it applies only to the class indicated.
5.7   These signals will be displayed on the flagstaff at the


6.0   SCHEDULE OF RACES

6.1   Class Flag Warning Prep Start

6.2  After the first day the RC may advance or postpone starting times by written notice (Alt.RR 4.4(c)).

7.0   CLASS FLAGS
7.1   Class flags are: Flag K for World Championship; Flag W for FD Week.
7.2   FD Week carry red ribbons at the top of sail.
7.3   Committee and Rescue boats
The Race Committee Boat and official boats will fly an orange flag. The Jury Boat will fly a flag carrying the word ""Jury''.

8.0   RACING AREA
Venue as shown on enclosed illustration.

9.0   THE COURSE
9.1   A diagram of the course should be included, showing the approximate angles
between legs, the order of rounding marks and the side on which each rounding mark
is to be rounded. At the start and finish, mark 3 and 1(4) are not marks of the course.

9.2  The approximate compass bearing from the starting line to mark 1 will be displayed from the Race Committee boat.
9.3  Course Shortening
Championship courses shall not be shortened; FD Week courses may be shortened.
9.4  The course will be set on each racing day according to the wind direction by laying 3 marks (1,2,3).
9.5  The starting line will be approximately .20 nm to leeward of mark 3.
9.6  The finishing line will be approximately .20 nm to windward of mark 1 or of mark 4
when laid.
9.7  The distance from mark 3 to mark 1 is 1.4 nm, approximately.

10.0   MARKS
10.1   Course marks (1,2,3) will be inflatable buoys.
10.2   Should there be a change of course the new windward mark 4 will be a inflatable buoy.
10.3   The starting and finishing line marks will be inflatable buoy.

10.4   When any mark is missing or has shifted and it cannot be replaced in its stated position, an official boat will anchor in the approximate position of the original mark, display Flag "M' and make frequent sound signals which mean ""Round this boat instead of the mark that it replaces''.

11.0   THE START
11.1   Races will be started in accordance with RR 4.4(a) system 1 with a 15 minute interval between the actual start of the Championship and the first start of the FD Week.
11.2   The starting line shall be a line between a staff with a white flag on board the Race Committee boat and starting mark laid on the port side of the starting line.

11.3   Round the Ends Rule (RR 51.1(c))
For each class, the following rule will be in effect from the initial start:When any part of
the yacht's hull, crew or equipment is on the course side of the starting line or its extension during the minute before the Starting Signal, she shall thereafter return to the pre-start side of the line across one of its extensions, and start. When there are any identified premature starters or yachts that have not complied with the ""Round the Ends'' rule, the Race Committee will display Flag "X' and make a long sound signal after the start. Flag "X' will be lowered when all premature starters have started correctly but not later than five minutes after the start. A premature starter that has not started correctly ten minutes after the Starting Signal shall be disqualified.

11.4   Starting Area
Yachts whose Warning Signal has not been displayed shall keep clear of the starting line and of all yachts whose Warning Signal has been made.
11.5   A yacht shall not start later than ten minutes after her Starting Signal.

11.6   Starting Signals
                 See Table 1 below.

11.7   Course Change Before the Start
When a change of course is designated before the Start, the Warning Signal will be
displayed one minute after the Flag "First Substitute' is lowered, in alteration of RR 4.1
"First Substitute'.

11.8 Five Minute Rule
After a General Recall, when the Five Minute Rule is in effect, the Warning Signal
will be displayed one minute after the Flag "First Substitute' is lowered in alteration of RR 4.1 "First Substitute'. When Flag "B' is displayed together with the class flag at the
Warning Signal, each yacht which has been identified by the Race Committee on the
course side of the starting line during the 5 minutes before her Starting Signal, with any part of her hull, crew or equipment, shall be disqualified, in alteration of RR 51.1(c) under RR 70.1. Yachts infringing this ""Sudden Death 5 Minute Rule'' will not be informed by either a visual or a sound signal. This disqualification shall also apply for any subsequent re-starts or re-sails of this race, in alteration of RR 12(a) and 12(c). Flag "B' will be lowered at beginning of "no-crossing time', five minutes before start. When this rule is signalled Flag "I' will not be displayed.

12.0   RECALLS

12.1   No recall numbers will be displayed. RR 8.1 will apply.

12.2   General Recall
In accordance with RR 8.2 the Race Committee will signal a General Recall by Flag
"First Substitute' and sound signals. After a General Recall has been signalled a new
Preparatory Signal will be made one minute after the lowering of Flag "First Substitute'
with one sound signal, except when para.11.7 or 11.8 is in effect.

12.3   When a General Recall has been signalled the start of the FD Week will be postponed accordingly.

13.0   MARK BOATS
Mark Boats will be stationed beyond each mark. At the finish, the mark boat will be stationed beyond the finishing line. Failure of a mark boat to be on station or to display her signal shall not be grounds for seeking redress.

14.0   CHANGE OF COURSE AFTER THE START

14.1   Should the course be changed after the start, the Race Committee will set a new mark (See SI 10.3) and remove the previous one as soon as practicable. Should any change of course be made for the last leg, another mark shall not be set; instead the finishing mark will be used at its place.

14.2   A change of course will be signalled at mark 3 by a Race Committee boat that will display Flag "C' and indicate the compass bearing to next mark, together with brief
intermittent sound signals. The change of course will be signalled before the first boat
had begun the leg towards the new mark whether or not this new mark has already
been laid. When applicable to one class only, the respective class flag will be dis-
played together with Flag "C'.

14.3   When there is a change of course after the start, Mark 2 will be relocated to maintain original course configuration.

15.0   THE FINISH

15.1   After the start the Race Committee boat will move to the windward end of the course and become the finishing boat. When the Race Committee boat is unable to act as the finishing boat, another boat will do so and will display a blue flag and Flag "F'.

15.2   Finishing Line
The finishing line will be line between a mast displaying a white flag on board the
finishing boat and the finishing mark on the port side of the finishing line.

15.3   Yachts which have finished the race shall keep absolutely clear of those still
racing.

15.4   Retiring boats shall do their best to inform the Organizing Committee of their
return even if, in circumstances beyond their control, they should return in a different
place than expected.

16.0   TIME LIMIT Postponed and Abandoned Race

16.1   Time limit will be 4 hours.
16.2   Should no yacht round mark 1 at the end of the first windward leg of the triangle
within 1 hours from the start, the race shall be abandoned and re-sailed.
16.3   When the first yacht finishes within the time limit, the race shall be valid only for
those yachts that finish within sixty minutes after the first yacht finished.
16.4   An abandoned race may be re-sailed after a scheduled race. In this case, the finishing vessel will display "Numeral Pendant 2'. The new Warning Signal will be displayed  about twenty minutes after the finish of the last yacht in the scheduled race.

16.5   Postponed and/or Abandoned Races at a Later Date
The Race Committee or Jury will inform all participants by a notice on the official notice board, of the date and time of those races that have been postponed and/or abandoned and are to be re-sailed.

17.0   PROTESTS

17.1   The Protest flag shall be Flag "B' only.

17.2   A yacht intending to protest is requested to inform the Race committee at
the finishing line of the yacht to be protested.

17.3   Protests shall be written on forms available at the Regatta office and lodged with
the Jury's representative before protest time ends. Protest time will begin thirty minutes after the Race Committee boat arrives in the harbour and will end one hour later, unless extended by the Jury. Protest time will be posted on the Regatta Notice Board.

17.4   Protest notices will be posted to inform when the Jury will hear protests.

17.5  Protest notices will be posted to inform competitors where and when there is a
hearing in which they are parties to a protest or named as witnesses.

17.6   Decisions of the International Jury will be final in accordance with RR 1.5.

17.7   There will be no protest fee.

18.0   SCORING

18.1   The Olympic scoring system as laid down in Appendix 5 of the RR shall apply
with the following alterations.

18.2   There shall be seven races of which the six best for each boat shall be counted for her total points. When it is possible to complete only six races, the best five shall count. When it is possible to complete only five races, the best four shall count. When it is possible to complete only four races, all races shall count. When only three or less races are completed, the regatta is not valid.

18.3   When there is a tie on total points between two or more boats, the boat that
has finished more times in front of the other shall prevail (inclusive of discardable race).
For such boats as may still be equal, the better result of the last race will prevail.

18.4   In alteration of RR 74.5(c) a disqualification under RR 54, Propulsion, may be discarded.

19.0   ALTERNATIVE PENALTIES
The 720 turns penalty, Appendix 3.1 of the RR will be used.

20.0   SUPPORT BOATS
Support boats shall fly their national flag and shall keep well clear of the racing area after the Warning Signal. Any interference whatsoever after that signal with the racing fleets may result in disqualification in that race of all yachts of the country to which the support boat belongs.

21.0  Not applicable. (Para. 21 will be used to specify anchor and line if required in Notice of Race).

22.0   MEANS OF PROPULSION
In accordance with RR 54.3(c), RR 54.3(b) is not applicable and the following is substituted. On a free leg of the course, the only action permitted for the sole purpose of accelerating a yacht down the face of a wave (surfing) or, when planing conditions exist, responding to an increase in the velocity of the wind is the action of not more than three rapidly-repeated trims and releases of any sail (pumping). There shall be no further pumping with respect to that wave or increase of wind.

23.0   RADIO COMMUNICATION
A yacht shall neither make radio transmissions while racing nor receive special radio
communications not available to all yachts.

24.0   PRIZES
Trophies and/or prizes shall be awarded to the first five places in the general ranking
and to the first place in each race.

25.0   LIFE JACKETS

25.1   When Flag "Y' is displayed on the starting vessel at or before the Warning Signal, all competitors shall wear lifejackets or other adequate personal buoyancy until either the signal is lowered or they return to harbour. A wetsuit is not adequate personal buoyancy.

25.2   A long sound signal will be made when Flag "Y' is hoisted.

25.3   Notwithstanding anything in this instruction, it shall be the personal responsibility of each competitor to wear a life jacket or other personal buoyancy when conditions make it necessary.

26.0   RESPONSIBILITY
The Organizing authority declines any liability for loss of life or property, personal
injury or damage to property caused or arising out of the event. It shall be the sole
responsibility of each yacht to decide whether or not to start or continue to race.
(RR-Fundamental Rule B).

27.0   MEASUREMENT CONTROL
Directly after finishing the first six boats will pass alongside a Committee boat displaying Flag "E' and ask for instructions for a measurement check. Other boats may be subject to a measurement check.
