IFDCO General Committee Decisions
 Melbourne - January 2004


This note summarises the key decisions made by the IFDCO General Committee during the World Championships in Australia. Some of the details are being finalised and will be released as soon as possible.
Class rule changes indicated below will need to be ratified by ISAF.

Masts
The minimum weight of masts (rule 58) will be reduced to 8kg with effect from 1 March 2005 and from that date carbon will be permitted in all FD events. The Centre of Gravity rule remains as in rule 58.

Transition Rule
There will be a transition rule until 29 February 2008 whereby the weight of the hull (as weighed in Rule 39) plus the weight of the mast (as weighed in rule 58) shall not be less than 141Kg. If the total is less than 141kg then corrector weights shall be added in accordance with Class rules 42 and 43.

Loose footed mainsails
Loose footed mainsails will not be permitted and the class rules will be changed to clarify the situation.

Notes
These proposed changes to the rules need to be ratified by ISAF. If ISAF so permits, the changes will be incorporated into the 2004 Class Rules so that mast manufacturers and sailors will be able to proceed in the knowledge that the rules have been fully approved and will take effect from 1 March 2005.

Meanwhile sailors and mast manufacturers should await confirmation that ISAF has approved the changes to the rules.

It is not intended that extreme shapes/sizes of masts should be permitted and rules may be introduced to control the dimensions of mast sections. Before constructing a mast outside the dimensions of current masts you should consult with IFDCO VP Technical.

Dawes Trophy
With effect from 1 January 2004 the Dawes Trophy rules are being changed as follows:

1 A qualifying event is any event in which 3 scheduled races and 2 races were sailed and is either an International event or an event nominated by the National FD Class Association.

2 World &  Continental Championships and any event at which 4 or more nations normally participate will be deemed an International event.
 
3 Each Nation may nominate a further 6 events

4 There is no minimum entry requirement

5 The scoring system is being changed to put more emphasis on the results of World & Continental Championships, to eliminate the quality factor and to increase the differential between finishing positions.

The new scoring system will be published as soon as the details have been agreed.

Membership
The Class rules and Byelaws are being changed with effect from 1 January 2005 to make it compulsory for helms and crews to be members of IFDCO except where either are only sailing as a substitute in a single event during the year and the normal helm and crew are paid up members.

There will be a single sailing membership category at a reduced rate of approx 20 euros.

Details of the rules will be finalised at the AGCM at the Worlds 2004 in Germany.

Eligibility
National Secretaries should liaise with IFDCO Treasurer to ensure that they have appropriate procedures in place to issue IFDCO membership cards and to submit membership details and funds to IFDCO. Anybody not on the IFDCO membership list will not be eligible to sail in World, Continental or Euro - Cup events or to be included in the Dawes Trophy results.

Class Logo
The new Class logo was used at the Worlds in Melbourne and guidelines for the use of the logo are nearing completion. Logos for the use by each national FD Class are being made available.

Future Events
The Euro Cup events as published on FD website have been ratified

World Championships in 2005 will be in Hungary

Several offers have been received to host Championships in 2006 and a decision will be taken later in the year.
